I live by a lake in Idaho where the summer days are in the 80s but at night the temp drops to the low 50s. My tomatoes grow fine but do not bud. Can I do anything to fix this or do I need a cold frame?

Growing tomatoes

It sounds like you can get by without a cold frame if your nights are well above freezing. beautiful plants and no flowers can be caused by a few things. To much nitrogen fertilizer or too much water can both cause nice plants but lack of fruit.
Tomatoes can handle drying out but don't be to extreme. It is important to be consistent in your watering. Inconsistent watering can lead to blossom end rot. I would suggest a good soaking once a week or a lighter watering twice a week. Water the same every week, let the plants dry out a little in between watering. If you are getting fruit but it is not ripening then you should try the cloche, this may help you get a good fall harvest that you would loose to frost.
